Victoria Toy Works Company founded by Norah and brother Leo Wellings in 1926 until 1960 in Wellington, Shropshire, England – they manufactured cloth dolls of children, adults, character and ethnic dolls from 6 – 36″ tall. Dolls are made with a molded mask face of velvet, velveteen, plush reinforced inside the head with buckram and a felt body.

Many of Wellings dolls were made as souvenir dolls sold on cruise ships, hotels or railways. Sailor dolls have the name of the ship on the dolls cap.

Dolls are marked with a cloth tag sewn onto the bottom of foot Norah Wellings Made in England.
